Dare County EMS currently operates out of eight stations, which are located in:

Kill Devil Hills
Nags Head
Southern Shores
Frisco
Rodanthe
Manns Harbor
Manteo
Dare MedFlight helicopter hangar on Roanoke Island

The modernization of all of these facilities will aid in improving Dare County EMS' response to the influx of emergency calls that are received and better support the department in its ongoing efforts to meet the needs of the residents and visitors of the Dare County community.

These much-needed projects are scheduled to be completed in multiple phases. The first phase, which included the construction of three new EMS facilities—Station 1 in Kill Devil Hills, Station 4 in Southern Shores and the Dare MedFlight Hangar (Station 7) on Roanoke Island—was completed in August 2024. Phase 2, which includes the construction of a new facility for Station 8 in Manns Harbor as well as a new facility in Kitty Hawk that will become Station 9, is currently underway.

More detailed information about each of these projects follows.

Phase Two:

With the construction of new facilities for Station 1 in Kill Devil Hills, Station 4 in Southern Shores and the Dare MedFlight Hanger (Station 7) on Roanoke Island now complete, two other EMS facilities are currently under construction: EMS Station 8 in Manns Harbor and new station in Kitty Hawk that will become EMS Station 9. Updates for each of these projects can be found below.

EMS Station 8 in Manns Harbor

September 1, 2024 Update:
The installation of the facility’s air barrier will be completed within the first two weeks of September. In addition, the brick veneer will start to be added to the building’s exterior walls and is expected to be completed by the end of October. The duct work, sprinkler system and well are in the process of being installed and will be completed by October. The project is currently on schedule and expected to be completed during the summer of 2025.

July 31, 2024 Update:
Site work at EMS Station 8 in Manns Harbor continues. Roof trusses will begin to be assembled and installed, exterior walls will continue to be framed, the oil and water separators will be installed, and the well for the site will be dug and installed. This project is currently on schedule and is expected to be completed during the summer of 2025.

June 18, 2024 Update:
Site work at EMS Station 8 in Manns Harbor is underway. The concrete footers have been poured, reinforced blocking for vertical walls have been formed, and material is being stored in preparation to pour concrete retaining walls and the concrete slab floor. Additional information will be posted as it becomes available.

EMS Station 9 in Kitty Hawk

September 1, 2024:
Site work at the new Dare County EMS Station 9, which is located at 4904 N. Croatan Highway in Kitty Hawk, began in August and is ongoing. The trees on the site have now been cleared, and erosion control measures are currently in place. The building pad will soon begin to be placed, as well as the base for the driveways and parking areas. Site grading and any necessary fill work is scheduled to be completed in October. The project is currently expected to be completed in the fall of 2025.

July 31, 2024 Update:
Mobilization for site work at EMS Station 9 in Kitty Hawk (4904 N. Croatan Highway) is scheduled to begin on Monday, August 12, 2024, with tree clearing beginning shortly thereafter. This project is currently on schedule and expected to be completed during the fall of 2025.

June 18, 2024 Update:
Lot clearing and site work for the new EMS Station 9 in Kitty Hawk (located at 4904 N. Croatan Highway) is scheduled to begin in late August. Additional information will be posted as it becomes available.

Phase One:

EMS Station 1 - Kill Devil Hills

Located in the heart of Kill Devil Hills, Dare County EMS Station 1 is responsible for providing service to one of the busiest and most populated areas of the Outer Banks—and due to this high demand and need for a rapid response to emergency calls, the replacement of this particular facility was listed as a top priority for Dare County.

Dare County, in partnership with the Town of Kill Devil Hills, hosted a ribbon cutting ceremony and open house event on Monday, August 5, 2024, to celebrate the recent completion and official opening of the new co-located facility that will serve as Dare County EMS Station 1 and the Town of Kill Devil Hills “William E. Gard” Fire Station 14.

The opening of the facility—which is located at 1628 N. Croatan Highway in Kill Devil Hills for Dare County EMS Station 1—marks the completion of Phase 1 in Dare County’s multiphase project to modernize outdated EMS facilities throughout the county in order to better serve the residents and visitors of our community.

The ribbon cutting ceremony commenced at 3 p.m. and included remarks from Town of Kill Devil Hills Mayor John Windley, Dare County Board of Commissioners Chairman Bob Woodard, Dare County EMS Director Chief Jennie Collins, Kill Devil Hills Fire Chief Troy Tilley and special guest Susan Gard Nelson, daughter of Kill Devil Hills Fire Department Chief William “Bill” Gard, who served as fire chief from 1973 until his retirement in 1994—and for whom the new Kill Devil Hills Fire Department Station 14 has been formally dedicated.

EMS Station 7 - MedFlight Hangar

Also included in Phase 1 of the EMS renovation and modernization project was the construction of a new 14,320-square-foot hangar for the Dare County MedFlight helicopter, which was built within a gated area of the Dare County Regional Airport in Manteo. This new facility includes on-site sleeping quarters for MedFlight crew members and on-duty EMS personnel.

On Monday, June 3, 2024, Dare County celebrated the opening of the new Dare County EMS Station 7/MedFlight Hangar. The event opened with Dare County EMS Director Chief Jennie Collins sharing the importance of the new facility to the Dare MedFlight employees, followed by an invocation led by Dare County EMS Chaplain Cherri Wheeler and acknowledgements from Dare County Board of Commissioners Chairman Bob Woodard. Tony Duvall—son of Dare MedFlight Pilot C.C. Duvall, who lost his life in the line of duty along with EMT Stephanie Willoughby in 1989—also shared a few words about his father and the importance of the ever-evolving service that Dare County EMS provides each day.

After the ribbon-cutting, members of the public were encouraged to tour the facility and participate in blood pressure checks and various training exercises facilitated by Dare County EMS employees.

EMS Station 4 - Southern Shores

EMS Station 4 in Southern Shores—which shared with the Southern Shores Volunteer Fire Department—was completely reconstructed during Phase 1 of the Dare County EMS renovation and modernization project. Dare County EMS will now operate out of the new 8,800-square-foot Station 4 facility, located at 28 East Dogwood Trail in Southern Shores.

Dare County, in conjunction with the Southern Shores Volunteer Fire Department, hosted a ribbon-cutting ceremony and open house event to celebrate the recent completion and official opening of the new Dare County EMS Station 4 located at 28 East Dogwood Trail in Southern Shores on Friday, March 15, 2024.

Demolition of the original structure that existed on this site began on March 20, 2023. Dare County, in conjunction with the Southern Shores Volunteer Fire Department, hosted a groundbreaking ceremony on April 10, 2023.
