Mission Statement
The mission of the Dare County Airport Authority is to manage the operation, maintenance, and improvement of air services and facilities for the use, convenience and benefit of the air traveling public. The Dare County Airport Authority shall seek to improve the economy, safety and welfare of Dare County and shall endeavor to be the leading provider of airport services in eastern North Carolina.

Members of the Airport Authority
Members of the Dare County Airport Authority are elected by the Dare County Board of Commissioners. The Dare County Airport Authority operates under the bylaws initially adopted on September 22, 1993, and amended on September 29, 2004. The Airport Authority also handles staff and personnel matters. The Dare County Airport Authority meets at 6 p.m. on the last Wednesday of the month in the Dare County Regional Airport terminal conference room.

Fred Newberry, Vice Chairman
Fred Newberry is a native of Macon, Georgia, but spent most of his professional career in the Washington, D.C., area. Newberry completed 31 years of federal service and retired from the Senior Executive Service (SES) in the Federal Bureau of Investigation (FBI) as its Chief Information Security Officer and chief of its Information Assurance Section.
Newberry also worked in intelligence and information security for the U. S. Navy when he was assigned to the National Reconnaissance Office (NRO) as deputy chief of the Enterprise Management Operations Center, providing information network and security operations monitoring. In addition he served many years for the U. S. Navy in various other senior management positions.
Fred received his Master of Science in computer science from The George Washington University in Washington, D.C., with a major in software engineering. In addition, he received a Master of Science in national resource strategy from The Industrial College of the Armed Forces (ICAF) at the National Defense University at Fort McNair in Washington, D.C. He received his Bachelor of Science degree from the University of Georgia in Athens, Georgia, with a double major in chemistry and zoology.
Newberry's private sector experience includes employment at Cisco Systems, as Client Solutions Director – Cybersecurity, providing information security consulting services to Federal clients and Fortune 100 companies. Currently he is Global Director of Information Security for BDP International working remotely from the Outer Banks. He previously served on the Town Council for Southern Shores.
Fred is a private pilot and instrument rated. He has been a long-standing member of the Airplane Owners and Pilots Association (AOPA) and the Experimental Aircraft Association (EAA).
Wally Overman (Vice Chairman of the Dare County Board of Commissioners)
Wally Overman, who serves as vice chairman of the Dare County Board of Commissioners, brings to public service a wide range of executive-level management experience in the international textile industry. Throughout his career, he has helped companies create jobs and stay competitive by providing insightful cost analysis, methodical research and outstanding customer service. The systems he developed in business have become a vital part of his work today to provide Dare County residents and visitors with exemplary local government services that are cost effective.
Overman earned a degree in textile technology from North Carolina State University. He is member of the Phi Psi Textile Fraternity and past president of the Textured Yarn Association of America. In addition to representing the Dare County Board of Commissioners as a member of the Dare County Airport Authority, he also serves on the Saving Lives Task Force, Dare County Capital Improvements Planning Committee, Gov-Ed TV Advisory Board and the Dare County Public Facilities Corporation.
Joe Blakaitis, Treasurer
Joe Blakaitis has been a resident of the Town of Duck since 1999 and currently serves as the chairman of the Town of Duck Planning Board. He has also served on the Land Use Committee and the Pedestrian Committee, and he was involved with the original incorporation of the Town of Duck. As a graduate of Lafayette College in Easton, Pennsylvania, with a Bachelor of Science degree in electrical engineering, he has worked for three major corporations in New Jersey as an engineer, director of engineering, and vice president of engineering. He formed a corporation in 1985 and operated his own company.
He and his wife Sally have two children and four grandchildren, and he has traveled extensively throughout the U.S., the Caribbean, Canada, and Turks and Caicos islands with his family over the past 35 years in their Piper Aztec. He has 40 years of extensive experience in aviation as a pilot, certified flight instructor, and operator of a large flying service and charter operation in the New York area.
His pilot certificates include commercial, instrument and multi-engine. His certificated flight instructor ratings are for aircraft, instrument and multi-engine instruction. He also served on an aviation advisory committee for a major airport in New Jersey and taught adult education classes for student pilots working toward their instrument ratings. He was appointed to the Dare County Airport Authority in 2015.
George Henderson
George is a resident of Manteo and was appointed to the Dare County Airport Authority in the early 1970s. Over the years, he has served as the authority's chairman, vice chairman, secretary and treasurer. Henderson has also served on several Dare County Airport Authority committees.
